Raises to the poverty line the amount of social security, railroad retirement, and black lung benefits that are exempt from being offset to satisfy the outstanding balance of principal or interest an individual owes on a loan made, insured, or guaranteed under title IV (Student Assistance) of the Higher Education Act of 1965.
