To reduce the period of the availability of allowances for former Speakers of the House of Representatives to one year, beginning on the date of the expiration of an individual's service as Speaker.

Amends the Supplemental Appropriations Act, 1971 to reduce from five years to one year the period of availability to former Speakers of the House of Representatives of entitlements to use of office, allowance, franked mail, and additional staff to facilitate the administration, settlement, and conclusion of matters pertaining to or arising out of his or her incumbency as Speaker.

Starts the one-year period on the date of the expiration of an individual's service as Speaker (currently, at the expiration of the individual's term of office as a Representative in Congress).
