To prohibit students who have been convicted of a criminal hazing offense under State law from receiving assistance under title IV of the Higher Education Act of 1965.

Amends title IV (Student Assistance) of the Higher Education Act of 1965 to make any student who is convicted of a criminal hazing offense ineligible for any grant, loan, or work assistance under title IV.
