Refinery Regulatory Reduction Act of 2013 - Delays, until a report is submitted by the Administrator of the Environmental Protection Agency (EPA) pursuant to this Act and enactment of a law setting such date, the effective date of a final rule: (1) requiring a reduction in sulfur content of gasoline, (2) establishing or revising a standard of performance for new stationary sources under the Clean Air Act applicable to the emission of any air pollutant from a petroleum refinery, or (3) concerning the emission of a greenhouse gas from a petroleum refinery.
Requires the report submitted upon finalizing any such rule to include: (1) estimates of impacts on competitiveness, prices, and employment; (2) estimates of cumulative costs and benefits; and (3) an assessment of the cumulative impacts on consumers and economic sectors, including oil refinery production.
