Prohibits the President from authorizing or permitting the construction of a satellite positioning ground monitoring station directly or indirectly controlled by a foreign government on U.S. soil until the Secretary of Defense (DOD) and the Director of National Intelligence (DNI) jointly certify to Congress that such station will not possess the capability or potential to be used to gather intelligence or improve foreign weapons systems.
Directs the Secretary, DNI, and the Commander of the U.S. Strategic Command to jointly report to Congress regarding the use of such stations by foreign governments to gather intelligence or improve the accuracy of missile guidance systems.
