To amend title 23, United States Code, with respect to the establishment of performance measures for the highway safety improvement program, and for other purposes.

Revises the highway safety improvement program.

Directs the Secretary of Transportation (DOT), under the highway safety improvement program, to establish performance measures for states to use to assess significant reductions in the number of serious injuries and fatalities (as under current law) specifically for both motorized and nonmotorized transportation.
