Innovation Through Trade Act of 2013

Innovation Through Trade Act of 2013 - Amends the Trade Act of 1974 to revise the composition of the Office of the U.S. Trade Representative (USTR) to include one Chief Innovation and Intellectual Property Negotiator, who shall: (1) be appointed by the President, by and with the advice and consent of the Senate; and (2) conduct trade negotiations and enforce trade agreements with respect to U.S. intellectual property as well as take appropriate actions to address foreign acts, policies, and practices that have a significant adverse impact on the value of U.S. innovation.
