To amend chapter 77 of title 5, United States Code, to clarify certain due process rights of Federal employees serving in sensitive positions, and for other purposes.

Provides for appellate review by the Merit Systems Protection Board for employees or applicants for employment who were determined ineligible for a sensitive position if: (1) such position does not require a security clearance or access to classified information, and (2) such determination is otherwise appealable.

Referred to the House Committee on Oversight and Government Reform.
