Congressional Pay Freeze Act of 2013 - Amends the Continuing Appropriations Act, 2011 to prohibit the statutory pay adjustment made by the Continuing Appropriations Resolution, 2013 from taking effect on March 27, 2013, through December 31, 2013, for:
- employees in Senior Executive Service positions or levels I through V in Executive Schedule positions (including positions placed on level IV or V of the Executive Schedule by the President), and
- the Vice President or a Member of Congress.
Prohibits a Member of Congress from receiving a cost-of-living adjustment to his or her salary under the Legislative Reorganization Act of 1946 for any fiscal year in which the Congressional Budget Office (CBO) determines there is a federal budget deficit.
