Directs the Comptroller General (GAO) to report to Congress on the entrepreneurial impact of technology transfer at the National Laboratories. Requires such report to be based on an evaluation of quantitative performance metrics, including:
- the number of licenses granted to small businesses,
- the numbers of start-up businesses created,
- the number of cooperative research and development agreements and collaborations involving small businesses and the total number of businesses involved in those agreements and collaborations,
- the period of time required for the execution of a license, and
- the number of jobs created.
