Unemployment Restoration Act - Makes available for obligation, in the same amount and manner as if such order had not been issued, any budgetary resources sequestered under the presidential sequestration order issued on March 1, 2013, for federal payments to a state under the Federal-State Extended Unemployment Compensation Act of 1970 and similar payments under the Supplemental Appropriations Act, 2008, pursuant to a federal-state agreement.
Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to apply the same requirements for FY2014-FY2021 with respect to any presidential sequestration order that might be issued.
