Sandy Disaster Fisheries Relief Act - Makes supplemental appropriations of $193 billion, to remain available until September 30, 2014, to the Department of Commerce for the National Oceanic and Atmospheric Administration (NOAA) for operations, research, and facilities for necessary expenses related to fishery disasters during 2012 declared by the Secretary of Commerce as a direct result of impacts from Hurricane Sandy, provided that Congress designates such amount as an emergency requirement pursuant to discretionary spending limit adjustment procedures under the Balanced Budget and Emergency Deficit Control Act of 1985.
