Directs the Administrator of the Federal Aviation Administration (FAA) to issue regulations to require: (1) the installation of secondary barriers to prevent access to the flight deck of a commercial aircraft; (2) with respect to an aircraft that is equipped with a cockpit door, that such barriers remain locked while the aircraft is in flight and the cockpit door separating the flight deck and the passenger area is open; and (3) with respect to an aircraft that is not equipped with a cockpit door, that such barriers remain locked as determined by the pilot.
