Amends the Small Business Act to permit a Federal agency to exempt from the applicability of any goal or set-aside program for small businesses established under such Act those contracts to be performed in Alaska, Hawaii, or any place where the number of eligible small businesses is so small that it precludes competition for the contract by small businesses doing business at or near the place of performance.
