Specifies topics to be considered in such study, including: (1) which Federal agencies would assist in the formation of the cooperative organizations; (2) an estimate of personnel and funding requirements; and (3) the ability of the cooperative to provide both passenger and freight services.
Authorizes appropriations for such study and report.
