Authorizes appropriations in specified amounts from the the Airport and Airway Trust Fund to the Secretary of Transportation for fiscal year 1980 for research, development, and demonstration projects under the Federal Aviation Act of 1958 and the Airport and Airway Development Act of 1970 relating to air traffic control, navigation, aviation weather, and aviation medicine. Authorizes additional appropriations in such amounts as may be necessary for increases in salary, pay, retirement, or other employee benefits authorized by law.

Authorizes the use of such research and development funds for other research, development, and demonstration projects under such Acts if notice of such proposed action has been sent to the Speaker of the House, the President of the Senate, and specified Congressional committees and if each such committee informs the Secretary it has no objection to such proposed action.
