Authorizes expenditures for investigations and studies by the Senate Committee on Commerce, Science, and Transportation from March 1, 1982, through February 28, 1983, including: (1) employment of personnel; (2) utilization of Federal agency personnel on a reimbursable basis; (3) procurement of consultant services; and (4) training of its professional staff.
