Amends the Surface Transportation Assistance Act of 1982 to define the terms "reasonable access" and "terminals" (thus providing a uniform statutory standard for commercial motor vehicle operation on the Interstate Highway system and the primary highway system).

Sets forth circumstances under which a State or local government may impose commercial motor vehicle restrictions upon such highways.
