Authorizes the Senate Committee on Commerce, Science, and Transportation, from March 1, 1983, through February 29, 1984, to: (1) make expenditures from the contingent fund; (2) employ personnel; (3) utilize department or agency personnel on a reimbursable basis; (4) procure consultant services; and (5) provide training for its professional staff.
