Amends the Merchant Ship Sales Act of 1946 to revise provisions relating to the composition of the National Defense Reserve Fleet. Requires the Secretary of Transportation to maintain such a fleet consisting of those vessels owned or acquired that the Secretary determines are of value for national defense purposes. Authorizes the use of such vessels as part of such fleet only during a national emergency declared by the President and under an agreement arranged by the Secretary.

Amends the Merchant Marine Act, 1936 to authorize the Secretary to annually permit, until September 30, 1995, up to six additional individuals from the Republic of Panama to receive instruction at the U.S. Merchant Marine Academy.
