Fisheries Management Fairness Act - Declares that Amendment 13 to the Northeast Multispecies (Groundfish) Management Plan may not be developed during the two year period that begins on the date of the enactment of this Act, in order to allow sufficient time to determine the reliability of certain collected data and to collect accurate and reliable data to develop an amendment to such Plan.
