Resolves that the Congress: (1) recognizes the importance of blues music with regard to many cultural developments in American history; (2) calls on Americans to study, reflect on, and celebrate the importance of the blues; and (3) requests that the President call on the American people and interested organizations to partake in ceremonies, activities, and educational programs with respect to the blues.
