Buy America Accountability Act of 2013 - Amends the Buy American Act to require the head of each federal department or independent establishment to submit to Congress a report that contains an evaluation of contractor compliance with the provisions of that Act for at least 10% of the contracts awarded during the fiscal year for the procurement of articles, materials, or supplies.
Requires the report to be publicly available.
Prohibits the report from covering acquisitions made by an agency, or a component thereof, that is an element of the intelligence community.
