Competition Review Act - Establishes the Competition Review Commission to conduct a study of the laws, regulations, policies and any other practices of the United States having a significant impact on competition. Includes, in the scope of the study, the antitrust laws and exemptions thereto, the patent laws, Internal Revenue laws, the National Labor Relations Act, regulatory policies, and Federal contracting and bidding practices.

Directs the Commission to conduct a study of the major industries of the United States to determine the extent and nature of competition within such industries. Enumerates industries to be included in such study.

Requires each study to evaluate the effect of the laws and enforcement procedures, policies and other actions of the Federal Government, and degree of concentration within the major industries on: employment, price levels, profit levels, efficiency, the quality of goods and services produced, the ability of the United States to compete with foreign counterparts, and the net benefit or harm to the United States economy.

Directs the Commission to report its findings to the President and to Congress five years after the enactment of this Act.

Enumerates the powers of the Commission including the power to issue subpenas.
