Armed Career Criminal Act of 1983 - Amends the Federal criminal code to establish a mandatory sentence of 15 years to life and a fine of not more than $25,000 for "armed career criminals."

Applies such penalties to any person with two prior convictions who commits, conspires, or attempts to commit a robbery or burglary while in possession of a firearm.

States that it is the intent of Congress that prosecutions under this Act shall take place only where circumstances justify exceptional handling.
