A bill to create a central Federal file of sexual assault and child molesting arrests and convictions to allow businesses and organizations who hire persons whose employment brings them into regular contact with children to have access to such arrest or conviction records for the purpose of determining the suitability of job applicants.

Requires the Attorney General to establish within the Department of Justice a central file known as the "Child Care Protection and Employee Responsibility File," which shall contain a record of all the Federal and State arrests and convictions involving sexual abuse of children.

Makes information from the file regarding a prospective employee available to any business or organization that deals primarily with the care and education of children.
