A bill to amend the section 924 of the Gun Control Act of 1968 to provide for the imposition of mandatory minimum sentence for the use of a firearm to commit any felony or carries a firearm during the commission of any felony, and for other purposes.

Amends the Gun Control Act of 1968 to reduce the criminal penalties for receiving stolen firearms or ammunition in commerce.

Revises the mandatory penalties for using or carrying a firearm during commission of a Federal felony to delete the current requirement that the firearm be carried "illegally."

Extends to first offenders the stipulations, currently applicable only to second offenders, that the court not suspend any sentence or impose concurrent sentences. Eliminates the current prohibition against granting probation to second offenders.
