A bill to amend title 9 of the United States Code to facilitate the recognition, confirmation, or enforcement of certain foreign arbitral awards.

Declares that an agreement for international arbitration in a commercial relationship shall constitute consent to proceedings to recognize, confirm, or enforce a foreign arbitral award. Denies the Federal act of State doctrine and the doctrine of sovereign immunity as grounds for refusing or deferring the recognition, confirmation, or enforcement of such an award.
