Amends the Immigration and Nationality Act to revise provisions regarding the bringing in and harboring of illegal aliens. Establishes criminal penalties for bringing an alien (regardless of status)into the country at other than a designated port of entry. Allows seizure of any vessel, vehicle, or aircraft without a warrant if there is probable cause to believe it has been, is being, or is intended to be used in violation of this Act.
Authorizes Federal, State, and local law enforcement officers to make arrests for violation of this Act.
