Interstate Commerce Protection Act of 1983 - Amends the Federal criminal code to make it a criminal offense to commit any act with the purpose to obstruct or delay the flow of persons or property in interstate commerce, or to do material damage or personal injury to any item or person in interstate commerce. Prohibits any person from inviting or aiding in such an act.
Grants jurisdiction in Federal district court for an action for damages by any person injured by a violation of this Act.
Authorizes the Attorney General to seek injunctive relief in Federal court.
