Authorizes the Secretary of Veterans Affairs (VA) to carry out the Aurora medical facility project to replace the VA Medical Center in Aurora, Colorado.
Requires VA to enter into an agreement with the Chief of Engineers giving the Chief the authority to perform the project, design, contract, and construction management necessary to complete such project.
