A bill to amend the Clean Air Act to prohibit the Environmental Protection Agency from requiring motor vehicle inspection and maintenance before January 1, 1986, and to provide for the separate testing of new motor vehicles to insure that such vehicles comply with emission standards before the time of their sale by the manufacturer, and for other purposes.
