To direct the Secretary of Health and Human Services to conduct a study of the feasibility and desirability of exempting services furnished to individuals who are over 21 and under 65 years of age in private freestanding psychiatric hospitals from the rule prohibiting Federal financial participation under title XIX of the Social Security Act for services furnished to such individuals in an institution for mental diseases, and for other purposes.
