Medigap Reform Act of 1990 - Amends the Internal Revenue Code to impose an excise tax on Medicare supplemental insurance policies that do not conform to specified Federal standards established by this Act. Requires such tax, equal to 50 percent of the premium, to be paid by the policy issuer.
Requires the Secretary of Health and Human Services to establish an advisory committee to review and advise on the standards established under this Act.
