Federal Spouse and Disabled Individual Catastrophic Coverage Election Act of 1989 - Amends part A (Hospital Insurance) of title XVIII (Medicare) of the Social Security Act to allow Medicare beneficiaries who are disabled or enrolled as the spouse or former spouse of a Federal employee under an approved health benefits plan to elect not to receive the benefits to which they are entitled, and not to pay the premiums assessed, under the Medicare Catastrophic Coverage Act of 1988.
Amends the Internal Revenue Code to treat amounts paid as supplemental Medicare premiums as deductible medical expenses.
