Child Welfare Workforce Partnership Act - Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act to deem child welfare training expenditures made by public or private nonprofit education institutions to be made by the state if those expenditures would otherwise have been allowable if made by the state claiming federal reimbursement. (Thus allows a state to be federally reimbursed for child welfare training expenditures made by a nonprofit education institutions in the state.)
