Support the Families of Fallen Heroes Semipostal Stamp Act - Directs the U.S. Postal Service (USPS) to issue a Families of Fallen Heroes Semipostal Stamp. Requires 50% of the proceeds from the sale of such stamp (after the recovery of costs) to be transferred to: (1) the Tragedy Assistance Program for Survivors, and (2) the Families of the Fallen support program of United Service Organizations, Inc.
